Designs on oval panels, American Eagle: head, shoulders and wings only; resting on a large shield. Eagle's head turned to left; wings partly raised and dropping parallel with each side of the shield. Shield with 7 wide bertical bard and very narrow horizontal bars above. Beneath shield crossed olive and palm branches.
